On the initiative of Governor Antonio Gallardo (who negotiated the telephone grant) and the Provincial Government of Camiguin to bring the widest possible benefits to the people, democratize ownership and tap the participation of the private sector, a cooperative was formed to operate and manage the Camiguin rural telephone system. The Camiguin Telephone Cooperative (CAMTECO) was born.
CAMTECO was granted the Provincial Franchise by the Sangguniang Panlalawigan (Provincial Board) in November 1990 and was duly registered as a cooperative in April 1991. A Provisional Authority to operate a telephone system was subsequently obtained from the National Telecommunications Commission in August 1992.
The cooperative plans to have all 400 lines of the initial phase connected by January 1994. To become a member of the cooperative a share capital contribution of P4,000 is required. The share capital of members has been used to cover pre-operating expenses. The cooperative is governed by a seven-person Board, whose members have served without remuneration since its organization. The present management staff consists of a Station Manager, an accountant, a clerk, two technicians, two linemen and a messenger.
CAMTECO is the first telephone cooperative in the Philippines and Camiguin is the first province to be granted telephone network grant.
